First Space fiber  ”Millennium Connect Africa” project presentation to one of its partners” Millennium Promise” during their site visit to a Millennium Village in Potou, Leona, Senegal. Millennium Promise team was led by Dr. Jeffrey Sachs and his Africa implementation team head Mr. Amadou Niang, Serigne Kandji and local government and rural community representatives. Mr. Sachs of the Earth Institute at Columbia University  is  the founder of Millennium Promise Foundation based in the USA, and they’re actively involved in translating the United Nations millennium development goals (MDG’s) into reality for the benefit of many African rural communities.

Constraints on delivery of education and healthcare are complex and the intention is not to attempt to simplify them. It is fair to say, however, that the core problem in both cases is the lack of adequately trained professionals and an inability to finance them. This is particularly true of rural Africa, where tyranny of distance compounds the problem. The profound shortages of trained educators is leading to the use in many countries of contract “teachers” who may have little more than basic secondary education. Evidence suggests that this can result in lower quality teaching in higher grades leading to poor educational outcomes and higher dropout rates. According to research undertaken by UNESCO18, sub-Saharan Africa will require a 68% increase in teacher numbers to achieve the Millennium Development Goal of universal primary education for all by 2015. Health challenges present arguably the most significant barrier to sustainable economic development. Disease and the lack of adequate preventative care take a significant toll on developing populations, measurable in disability-adjusted life years (DALYs), and economies. Despite the broad economic advances of this decade, the 2008 UN report on progress toward meeting the Millennium Development Goals (MDGs)17 indicates continuing dire conditions in crucial public health areas. For example: A child born in a developing country is over 33 times more likely to die within the first five years of life than a child born in an industrialized country, even though the leading causes of deaths (pneumonia, diarrhoea, malaria, and measles) are preventable through basic services and vaccinations. Every minute, at least one woman dies from complications related to pregnancy or childbirth. And for every woman who dies in childbirth, approximately 20 more suffer injury, infection, or disease—nearly 10 million each year….

Education is widely recognized as promoting economic growth and is key to lifting people out of poverty. This arises through increased worker productivity, but also through better employment opportunities, higher wages, improved health outcomes, improved farming practices, and reduced crime. Positive social externalities from education are less well understood as the benefits don’t accrue to those who make sacrifices to obtain the education, nor are they realized in increased outputs and profits by firms which employ the educated workers. They are, however, recognized as important contributors to a country’s economic progression. Recent evidence also suggests that higher education is both a result and a determinant of income, and can produce public and private benefits. Higher education may create greater tax revenue, increase savings and investment, and lead to a more entrepreneurial and civic society.
